Webinar Description
On August 21, 2025, from 1-2 pm ET NDTAC invited Maura McInerney, Legal Director at the Education Law Center-PA, to lead this session on youth with disabilities in the juvenile justice and foster care systems. The discussion covered tools, strategies, and the application of federal special education laws to better serve these students. Practical guidance was provided on best practices for collaborating with local educational agencies to improve the continuity and delivery of effective special education services.
Presenters
Daniel Froemel, Ed.D., Senior Technical Assistance Advisor, has spent the majority of his career serving and leading in the N&D community. Prior to joining the NDTAC team, Daniel served as the Senior Director of Non-Traditional and Nonpublic Programs with the Tennessee Department of Education. He has also worked at the local level, spending almost a decade as a Principal and then Executive Director of a psychiatric residential treatment facility for children and adolescents. Additionally, he has served in various administrative levels at the building- and district-level for special education in public school districts in TN and SC.
Maura McInerney, Legal Director at the Education Law Center-PA, has been a litigator in the private and public sectors for over thirty-five years. Since arriving at the Education Law Center in 2007, she has litigated precedent-setting state and federal cases, including impact litigation on behalf of children in foster care, students in the juvenile justice system, and students with disabilities. She also engages in legislative and policy work at the national and state level, focused on advancing the rights of students who are system-involved and students with disabilities. Prior to coming to ELC, Ms. McInerney co-counseled numerous cases, including trials and appeals at the federal, state and administrative level.
